This is a link to a solenoid with a timer. Just hook it up to the drain at the bottom of your air tank with a discharge line, set the timer for how often and how long you want the valve to open and you shouldn't have to worry about condensation in the tank. Not sure of the brand name I used...

Mark, I'm with the other guys in suggesting that you reconsider the use of PVC for your air lines. Also good suggestion for the tee with a drop tube at each outlet, I used ball valves before the outlet on the down pipe and another ball valve on the drop below the outlet for draining...
