I got 2 large dogs living in my garage, a husky and a Shepherd mix, I can probably make a few cats out of the fur when they are blowing their coat. Insanity, my next dog will be a shorthaired breed or a poodle!!!

Great looking husky!
Mine outgrew her destructive phase around the time she hit 2 yrs old. She is almost 5 now.
Here they are roughing it up while I am trying to get something done.

I like cheap tool storage as much as you do.
I currently have a lateral filing cabinet (that technically has metal slides) and a salvaged dresser (wood slides).
If you plan to use your tools/drawers often or multiple times a day, then I can definitely see how the wood slides would aggravate me...
I do believe these panels are for hanging the small plastic buckets that can hold small nicknacks, hardware etc...
You can always put small tools in the buckets as well.

Here are my 2 fur balls.
55lb husky Viva and her sister 75lb Rottie Mix Shae.
First pic is after some play time in the garage with their friend Syke. Second pic tired after a bike ride. Third pic keeping a watchful eye as I do some work on my work bench.
