Black plastic over still curing concrete is definitely what caused the markings. Builder did that on the driveway on our old house we had built, it was still there fifteen years later when we sold it. It always aggravated me.

Pete, it's not normal or welcomed here either by the contractors. Mr. Thomas has obviously arranged an exception.

EdT He is saying have the tires fixed, sitting on the milk crates, then rotate the axle housing to check for run out. He checked the wheel for run out by rotating the wheel, which would be constant as you said.
