That’s a good point. Also, I understand that it’s a small volume of tires being balanced but as long as there aren’t any complaints and/ or comebacks then it’s probably fine.
In my experience that’s very common. Seldomly are tires perfectly round. The same is true for most wheels as well. Assuming these are new tires you are referring to, it can help minimize the wobble to stuff the maximum amount of air in the tires when mounting and then drop the air pressure down...
