Prob anything you buy will be RTA....which is always a PITA. But if you get a deal with Gladiator, I'd say go with it. Every time I walk down that isle in Lowes I wonder what life would be like if I would have just picked the Gladiator cab lol
I have one of the 48" cabs. It's handy and looks really cool, but a little flimsy. My biggest complaint is the process I had to go through to get two doors that didn't have shipping dents in them. This was 3 years ago or so, but it was absolutely ridiculous. It was a flaw in the way these units...

for the record....I'm a huge fan of a simple mitre saw that you can pull off a shelf and use right on your roll around work bench island. I get more work done with my little Ryobi than I do with my sliding 12" Dewalt.

I have a Delta....got it from Lowes on a rediculous clearance sale. I think I paid $59 for it.....however it's a total pos. Luckily I don't move it around much...pretty much stationary at my shop, but when I used to take it with me to job sites it was a total nightmare to deal with.

oh, and thin the paint down with xylol before you spray....it will be a much better mist....just be sure to not coat it on too thick on your first few passes or it'll run. I usually will mix 2:1 paint to xylol
no idea about the silver strip replacement.....but maybe find something that looks similar, and just replace both so they'll match.
imo only remove the paint that is rusted or heavily scratched......just a light sanding and thorough rub down with some xylol and spray away. To stay cheap, buy...
