Unless the tank has a bladder in it the traped air will be absorbed.No air pocket = less pressure and more pump cycles.
I had to drain mine every other month till I got the tank with the bladder.

Seems like I always got to ask what part of the world are you planing to build this.
Snow ? Hurricanes ? Earthquakes ? 24" or 16" OC. You get the picture all these come into play in makeing your plans.
That being said I would use a 2x4 as a ledger and notch the rafters to fit.

When I drove a redi-mix truck all the aggregate was constantly being sprayed with water. That makes that a high moisture area.
Oil bath air filters , auto drain,air water seperator on air out might help.
But it might be easier to move the unit to a dryer area.

Hot sauce mixed with peanutbutter placed arround the vent should do the trick.
I grew habanero peppers last year and dried some out and crushed them up and spread it arround in the garden not only worked good on the squirrels but ants didn't care for it either.
