Set up a sprinkler to spray on the condenser coil,that will lower your ambient temp which will inturn lower you discharge temp inside.Just a light spray not a fire hose
You must flush the coil and line set first,the oil in R22 is not compatible with R410.They recommend changing everything out.R410 when mixes with moisture creates acid so the system has to be very dry and leak free.

your numbers are right,its low on refrigerant,normally that style unit leaks at the accumulator,its a tank in the condenser and they are made of steel and rot away.

Well the reason there is no drain hole is that the water is supposed to sling up on the condenser coil help cool it off and keep it clean of pollen,salt air etc.So drilling a hole will make it rot away quicker.
