No, it leaves a line about 2-3 inches from the wall. I used featheredge compound to cover it and feather the edge to the floor. I thought this would help move water away from the walls and down the floor. You could also rent a hand-held grinder with a diamond bit - they have them at Home...

I rented one a couple of weeks ago to grind off some old epoxy that had lots of lift areas. The EDCO was quite impressive - though you have to be careful as it takes the paint and top layer of concrete off quickly.
