What's the water doing in this area? Draining away from the building? If so, new door with threshold, gutters and/or a porch canopy might be the solution. Door sweep is not going to help. Sweeps are for air and bugs. Not water.

I'd run rubber base. Plus gives a small amount of moisture protection. Comes in different heights.
