Well I filled the tank with what I pulled out when reinstalling it. The reservoir is probably 3/4 - 7/8 full right now. I may need to add a quart but I lost about a quart when taking the lift down since a lot of the fluid in the lines and cylinders were lost.

I can see the rams and they are 2-3" shy of bottoming out. They were 5-6" short of bottoming out prior to loosening the cable. There are no bleeders on these rams.

The cables are absolutely routed properly. I saw somewhere that the way to bleed the air out of these lifts was to raise them all the way to the top and then lower them again so I'll try that later today. It's a 12ft tall lift and I've never raised it to the top. If the rams still won't go all...

Yep...all of the pulleys are the same and spin freely. The cables are run the same way on both sides. I did go check the top bar and everything looks normal. The only other thing I can think of is still related to the rams. They aren't bottoming out and I can't figure out how to bleed them...
