Those are made by Lithonia - part of Acuity lighting, one of the largest and most respected lighting companies around. Not "cheap Chinese ****" like some have said.
Having been in the industry for many years, I wouldn't trust LOA's claims on any of their products.

Every time you add wattage, you get btu's. Those fixtures will add a small amount, but won't greatly add to the ambient temp.
If you're talking about the 54w T5/HO lamps, each fixture (lamps + ballast) uses approx. 120w each x 3 = 360 watts total...
CFL = good if you turn on and leave on (ie: dusk to dawn), even in the winter. 12 years in MN and never had an issue - turned on every night but does take some time to warm up to full brightness. POOR when used with sensors - ie: motion sensor lights.
LED = great in almost every application...
No way I wanted my posts buried. No good reason IMO.
My builder used something similar to this.... buried when they poured the footer/slab, then the main posts were bolted to it as they erected the building.
