you should have a look in HTP product and ThermalArc (3in1 MIG, TIG and Stick all in the same product) and both have outstanding customer service.
Miller is a great brand, but I prefer to get a bigger HTP/ThermalArc for the same price.

check outside if the concrete slab is insulated, if not, dig and put pink foam all around the slab with tuck tape. Inside, you dont really need to insulate it unless you want to get laid directly on the floor..

@BD1: not for the max... presently have a 50A breaker with nema 6-50 using 6-3 wire... I only have a 100A panel in my garage so if I buy the welder, i may change the breaker for a bigger one but I may never use the full power...

19"OC is common over here on floor joist. why put more lumber when there is no need and if you can save time... its easier to wires / plumb everything. (open web joist). its just the way to build today.
16OC is for wall and sometime truss but I prefer 24OC for truss since i have a hard time...
i have a lincoln 225AC (stick welder) and a lincoln 180 (mig welder) and if i had to do it again... i would go with the Thermal Arc 211i or the 252i.
The nice thing with Thermal Arc is it can do 3 types of welding (Stick, Mig AND TIG)..
