I wanted to put the Blue top coat over the base Rust Bullet until I saw that the clear was a direct to concrete product and wondered why the color was not. I did not want to buy the base if all I needed to put down was the color.

Web site says you can use their clear top coat directly on concrete as a sealer and protector yet it says colored top coat can only be used over their Rust Bullet base coat. any one know why??
