    They do make special dimmers for flourescent lights, but the cost a fortune, well over 150 in most cases, but if you wanted to you could contact an electrical supply place to find one.

    If you will never move it hard wire will save you money over using a nema plug in.

    Well as charles said, you should probably use 12 gauge wire for the unit, which would need a 20 amp breaker. If you have no intention of moving it, just make sure to make all of your electrical connections in a box.
