Thanks for the responses! It is my grandmother's and she has it at her place, so I don't have any more pictures. She found it in with her mother's stuff after she had passed away.

It has a hollow brass mechanism that is sharp at the end. It goes down and makes a swiping motion when you crank it. Never seen anything like it.
