The shoulder bolts are designed to be tightened flush to the shackle. Then you back off the nut a couple of turns. Its supposed to prevent bolt from turning inside the shackle to prevent wallowing out the shackle. This is how I was told to use them from a trailer manufactorer. I use a 1/2 air...
