It looks as if it has been beefed up and used after the crack so it may not be bad for light duty work the way it is. It would depend on how bad the pump and cylinder is before I would even start on trying to weld the crack. What is the date on the plate? Very interesting!!

I think it was used to splice roller chain like chain saw chain.
