This is where I would start if I were you. Look into a couple of management companies and compare the costs as well as what you are getting for your money. What is the market like where these properties are now?
You need to lock the vertical arm that holds the plastic shoe in place. Also start the shoe so that it is set to push the bead down. Then spin the tire clockwise to lock it in place.

Finn had it right "The failure mode here is entirely latches that failed to release, for one reason or another, and what you see is the collateral effect. Bolting wouldn’t have anything to do with the latches failing to release."

The thing I don't understand is that over 40 posts in and nobody has asked where on the 5 acres the 100' x 200' shop is going to be built.
Don't know which size saw you have, there's at least a 12" and 16" version.
