Breakers (and fuses) have two ratings
The continuous load rating (whats printed on the handle) and the interrupting current rating
which is printed on a label on the side of the breaker.
The higher the breaker rating, the higher the interrupting rating typically.

in order for the piston to move back and forth, there must be a valve of some sort to reverse the direction of the air flow on the piston.
It's either broken or stuck with debris or something is clogged.
Assuming it's a HF model, inspect the parts against the parts diagram...
I believe that Yamaha never brought the RZ500 into the USA but was available
every else in the world so it may be difficult to find parts in the USA. Many salvage yards in Canada ship to the USA. So if you are interested in buying an original part, just email the shop and see if they will ship...

if you didn't remove the pilot jet screw, to clean it, it's probably clogged
I believe on these carbs, the pilot jet screw will snap if you try to remove it.
