Yes... but the prices are eye watering! Take a look at Brunnhoelzl (USA) or Zinko (Taiwan). There is also the Snap-On FJ175 (recently introduced IIRC). Full disclaimer, I have no experience with any of these jacks - these are just examples that I've come across.

Hmm... maybe take a look at Pro America? I don't have any personal experience with any Pro America tools, but they seem to get good reviews on the forums. Made in the USA and also the OEM behind some of Proto's offerings. From a quick search, it looks like Pro America #4048 is a close match...
Keep in mind that vinegar removes rust because its acidic whereas Evapo-Rust is not. There is nothing wrong with using vinegar, just make sure you neutralize the acid in the vinegar with something like a baking soda/water mixture.
