Can anyone offer up any ideas why the blow-by and a solution?

I did that and it's not available anymore. That's really not an issue. I can use a cotton ball. I'm more concerned with the amount of blow by.

I figured there was some type of media that gets stuffed in there. I'm thinking a cotton ball. I filled the case up to the bottom of the threads on the filler hole. I have no paperwork with this thing so I'm winging it.
