Crguy, You may be on the right path. Although the rack is clear, it may be that the quill is frozen in place, there is a bit of rust. I will work on that and let you all know how it goes. Thank you all for your thoughts and suggestions.

I recently accuired a Cincinnati Royal 16 floor stand model. It's in ruff shape but it appears to be complete and seems to work. The problem is the handle to run the chuck is locked and has what looks like a key hole. Is the a way to remove the handle to remove or bypass the lock?
