Just installed my new heater. Same problem, on reassembly, after your suggested fix, the top metering orifice fell out! No abuse!! Looks like it was bottomed out & was over torqued. That would explain the rollout switch shutdown. Glad the shutdown devices work. Not too happy at the moment...
