Thanks Mike, I appreciated your opinion. I'm going to fix it with weld in washers and a proper shoulder bolt. Even if it doesn't fix the clunk, it will let me sleep better at night.

I worked in the tool rental department at the home depot. The bench in my work shop was done in LVP and the gas/grease/brake clean would pretty quickly destroy the LVP.
I can't speak to how it would hold up in a garage that is just used for parking but I wouldn't do any work on it.
Do you coat the fender liners with anything?
My old truck has similar liners and I'd use WD40 or Chemical guys Barebones to give them a nice shine (also made them easier to clean next wash).
My current truck has those felt liners so I don't do anything but power wash them real well.
