Why not just build runners for your existing bins that can slide in and out of your workbench or stand-alone cabinet, and label each bin so you know what is in there?
Edit: I just noticed some examples of that in this thread. I personally prefer it as the items are stored, but still "visible"...

Gut the insides, put your air compressor in there with some PVC pipe to the outside for circulation, and put your retractable air hose on top of it. It'll quiet the hell out of it, and with fresh paint it will be beautiful.
