It does freeze from time to time but just overnight for a few hours at most usually. There is no basements here in Charleston. Is there something specific I should ask the builder to do other than place additional concrete around that area?

My new foundation was just recently poured and I noticed that one of the pvc pipes for a water spicket was placed too close to the edge of the foundation and is now exposed to the exterior. The builder stated he would cover it with concrete but I’m curious if this could pose and long term side...
