    Alright, thanks. Would a main disconnect on the outside of the same wall be acceptable? Would both the main disconnect on the exterior of the garage and the main lug inside the garage be considered sub panels, where the ground and neutral are separate?

    Attached is a picture of the meter socket and panel on the exterior of the house. Honestly not sure why I opted for the main lug rather than a breaker panel. I suppose I could switch it out if necessary. Yes, something needs to be done about the rust and the wiring could be cleaned up.

    I think that the foil fiberglass insulation that they offer would definitely be better than the bubble insulation.
