Im from Serbia. Just received email from that address from the bottom of the page from Joseph A Pergler. He thinks that, that tools and article are related but he dont know who produced it for pergler. He will try to find out and contact me back.

You could be right. I think those are older tools. By the way they look and by the look of package. Just found pictures of few more sets. On the red plastic ones stands W Germany.
