I have the same model. It’s a pre 40’s #15 bench top. That is not the stock Buffalo Forge motor. If you take the belt off, you should be able to spin the motor. Most likely it’s not the motor and it’s the top two bearings in the head just under the head pulley. You can drill metal just fine...
