I would run them inside wall. Both lines will be insulated so no condensation.

Years ago we had to vent a Jenn-air cooktop down thru the slab and used 6" pvc pipe. This wood work for freah air

Dallas Texas and surrounding cities have required locking caps for a year now.

They should have also changed the metering device in the evap. coil to match the new condenser.

Have you called Trane and discussed what all has been done in the 4 years since you have owned it? I would be talking to them. I have called them out for customers on problems like yours and they were helpful.

You could get an April Aire power damper that you could wire into the system that would only open when system is operating. They sell them in 4" up tp 12" I think it is.
