Your idea of patching the vent holes with two plywood rectangles is what I would do. It is quick and will be covered by the other work you are doing. No need to replace the whole panel.

Take a look at the Veritas magnetic dust chute. Leevalley.com item 05J21.10. Another option is this clamp at Rockler. You can also find multiple styles of plastic dust hoods at Rockler, Woodcraft, and other woodworking stores.
