    Mfive, don't make the mix too strong, about 1 part acid to 4 parts water is good, it should fizz like your getting, keep in on there for about 10 - 15 mins, lightly spray water around to keep it wet not water it down.     Again I agree with Edger. The concrete will just smooth out the grit on the sand paper instead of etching the concrete surface, diamond grinding is the best, and if the guy is a bit amateur he could leave track marks with a shot blaster.
