220 volt 50 amp welder ext cord price ?

One is locking and one is standard... OP, Just make your own cord. 10/3 SOOW cord and 2 ends, one female and one male. The welder is probably a nema 6P-50 so get a female 6R-50 and just match what your receptacle in your shop is with a male end...

    Road Trip Jack Recommendations?

I carry a H1 jack in my f250, got it on ebay, 12k rating...It has a strong enough acme thread inside to withstand abuse from an impact wrench lifting a truck. I also welded a solid spring perch upside down on the end to lift by the axles.

    Electric Panel

If you own the condo, Yes you can, I would ditch that subpanel and install a new one. I'd also trace and label those circuits first. Your going to need to locate the meter and main disconnect. Being a 12 story building, it's probably in a utility closet hooked to a multi- meter switchboard...

12 gauge or 10 gauge hot water tank?

Yes, get a 30 amp 2 pole breaker for your panel and run a 10g nm/b or romex cable.

Older Craftsman 1.5 hp air compressor, 240v right?

The 120v 5-20 plug has the horizontal tab on the opposite side, the pictured plug is indeed a 6-20, 240V plug and it looks molded on the cord and not a cord cap. Definitely need to check first prior to energizing.
