Make sure the primer bulb doesn't have an air leak. You would probably know right away if it did, but that is why my Echo didn't run. Also clean up that carb gasket leftover material and stick a new one in there if you didn't already replace the carb.

I would be concerned with mold, moss and moisture with a lid like that. We had a basement stairs just like that when I was growing up. It was always damp and uninviting. I would just put that metal cage over the drain.
