    Ta Da!!! mm08822 persistence has solved the problem. I finally did something smart and measured the depth of the recommended hole from the bar to the sheathing. It happens to be 1/8 inch deeper than the screw is long (1 1/2 vs ~1 7/16). So the next smart thing I did was get a bigger screw...

    It is the main panel (which of course has the main breaker for the house). So I will install the screw. So the silly question is where? It is not obvious as the screw doesn't appear to be long enough to reach the box from the neutral bar.
