Good point. It is more of a ledge. It's not perfectly flat but there is minimal variance. I expect it would appear perfectly flat underneath the decking. There may be some little gaps but as long as it is secured down properly I don't think it would be a concern.
Thanks. I plan on using 5.5" width planks. That means at most 2.5" would overhang, and most of it would only have 1.5" of overhang. I called it a shelf, but it is manly for aesthetic purposes. I would put small things on it, though, like wheel chocks, a spray nozzle, etc.

Thanks for the clarification. The air compressor tank has a valve at the bottom of it that I leave open when not in use. I only use it a few times annually. The rest of the time it is off.
I've used the compressor in the basement previously. I'm alright with the noise. In fact, I was a little surprised it wasn't noisier in the main living area upstairs.

Well, technically they are fixtures that use 4' bulbs, but they're end-to-end, which makes them 8' long. That way bulbs aren't such a PITA to deal with.
