    I mean the t-stat does not reboot when the wires are disconnected. It shows cooling is on, it’s not waiting, and the outside unit doesn’t run because there’s no signal. The inside fan runs.

    Before jumping R and Y, I thought I'd check for a possible short in the Y. I disconnected the Y from the outside unit and the thermostat ran normal. So, I disconnected the Y in the thermostat and it ran normal. I think there may be a short in the Y wire between the thermostat and the outside...
