Yes, the sub-panel with 50a GFCI is the disconnect. Code calls for the disconnect to be located no more than 5' and no further than 10' away.

I'm not a welding expert (far from it), but I have a Lincoln SP135 w/ gas and re-configured an old workbench into a welding table with no problem.
Look on you welder on the inside cover, but from memory the 135 machine will weld up to 5/16" without gas using flux core wire (.035 maybe?)...
Mine has a 4" jaw, opens 3-3/4" and has been pounded on, ground on, sanded on, painted on, glued on, etc., etc, for 25 years of homeowner use. But, as I mentioned it will rotate when torqued on, drill a hole, bolt it down and enjoy.
I have (what looks like) a smaller version of that vise, and parts are not available from Wilton. FWIW, mine has a swivel base and it will not hold under a lot of torque. It's a basic single-bolt lock on the swivel with no teeth to engage when locked down so it's prone to moving. But...it's a...
300 Wilton, date stamp 9/46 and still has some original decals, very little use in it's life. Cleaned, greased and sprayed with Boeshield and ready to be used.
A better question...do you need it at the expense of running water in your home? I'm sure a lot of us have 'stuff' saved for a possible future use, but some things about this situation are just unexplainable, or understandable.
