They are just refering to the bad habit of buying cheap tools. Just kidding I have plenty of them myself.

I have a bunch of JCPenny metric sockets and wrenches I bought in 1981 or 82 and they are still serving me well. If I am not mistaken they were on clearance when I bought them as JCP was discontinuing the hardware department.

I love my HF tool boxes, some of the ratchets I've bought and a few other things. But I never ever leave the store without opening the package and checking the item over. The price I pay for saving some $$ at HF.
