There's a black plastic slide that's visible in picture #2. Normally, when engaged, the driver works like any other. When you disengage the slide, then the gearing kicks in. If you hold the black plastic ring steady, then turn the black/grey handle, then the shaft rotates at ~3.5X speed...

This is a little surreal... I found this post (and this board) by Googling for USA & ROC numbers that I found on a screwdriver that magically appeared in my toolbox. I'd like to know the origin too, since the quality is so good. The funny thing is that my driver looks nothing like the OP's...
