I'm no expert but to me it sounds like the unloader valve on the pump is sticking and making the engine run against a pressurized pump. That would explain the engine surging unless the trigger was pulled. Pull the unloader valve and clean it. With any luck it will be good to go.

I just picked up a 50'-3/8 retractable from Northern Tool for $59. It was listed on their site for $89 but marked down in the store. I haven't taken it out of the box yet so I can't speak on the quality but it did have a lot of good reviews on the Northern site. I will post on its quality...
