There is no Wensco in TX. His only local options are Graphics Solutions in Austin or Reece Supply, Grimco or N Glantz in San Antonio. Depending on the footage he needs, I might have some laying around.
The proper way to light halo/ reverse lit letters is to use a clear backer (Polycarbonate). Mount the LED to the clear backer facing the front of the letters so it reflects back on the wall and does not cause hot spots. As you stated, you will need to mount the letters at least 2 inches off...
If you only need 12v output with 120v input, buy an LED power supply from any electrical sign supply company (look up Reece Supply or N Glantz). They will all be 60w power supplies. It will be rated for outdoor use if inside an enclosure. There are a few that are rated for wet locations.
I did not think about reverse cutting the logo in the vinyl, that would be a good idea.
The only reason I said to use 651 over 631 was because the 631 will not last as long in hotter conditions such as a garage. The adhesive is water based. The adhesive on the 651 is solvent based.

That is a really nice little printer and not overly priced. It has a good variety of label widths, colors and types. Not sure I would ever use them but the glow in the dark and iron on labels are a nice option.

No need to use a plotter. Order the vinyl in the size you need (widest drawer). Cut strips slightly larger than the drawer face, apply and trim. Buy extra because you are going to mess up if you do not normally apply vinyl. Remove everything that you can off the drawer faces; handles, badges...
I have an older Dymo Rhino Pro 5000. It works great and I really like the labels, they stick to just about anything, the adhesive is aggressive and they last.
They make a printable heat shrink tubing for the Dymo printers. I prefer the standard vinyl label material but the heat shrink tubing...

I see that you have already ordered the Blue Sea version but the company below is cheaper. If you need anymore, maybe give them a shot. I have ordered from them on numerous occasions with no issues. They do have a small minimum though.
