It’s not sticking it’s called a safety collet it was designed that way. Loosen the collet spin it out with your finger when it stops spinning turn it with the wrench works flawlessly. If it bothers you enough you can replace the collet with a non safety collet.
Remove the lift arms. Remove the cable. Remove the sheet metal piece above the lift post. Use an engine hoist to raise the trolley in the post. It has to come approximately 5 inches out of the lift post. Remove cylinder from bottom of trolley.
