I saw a slow speed attachment on eBay today and they show up from time to time. You could scoop that up or make notes on it and try to fabricate one.
As for the tag, WT did have one for slow speed attachments. It went on the top belt cover. Picture is below.

All of the original Wilton vises were painted the hammered verde green (or that's the closest match most have found to the original green). Likely your Dad repainted it a blue or whoever he acquired it from repainted it. Best bet it to go to the paint store and just select one that you think...
