My WAG is this tool is for holding a pressed in button to keep ya fingers clear of the press. Think of the Levis jeans fly buttons. The recess on the anvil holds one side of the button, the fingers hold the other side and the press works between them. Just guessing

Have you spoken to any stone benchtop companies? they have some serious adhesives for just that task and can be tinted for color match.
