That hardened steel may not be a good idea. If you ever hit it with a hardened hammer, the steel can chip sending a steel shard who knows where - hopefully not into your eye or your leg. I would replace it with a regular steel plate.

Given that the rust appears to be within the seam, and therefore not accessible without separating the seam, I'm thinking that's going to have to come apart. I can't tell for sure, but it looks like you have some pitting on the door frame side of the seam. You could try rust encapsulators or...
