Agreed, I'm assuming it's going to be used as a basic deterrent, which makes tinting the lens helpful because it's obscured, maybe he just wants the overall feel of security provided by the HF Housing, but you're right a blinking light and no camera would probably put people off quick.

True, but it's probably more cost efficient for the OP just to obscure the view from the windows. I think a film or a tint would be a lot less suggestive to prying eyes than an painted window, but that's my own opinion. Personally, I'd go with a film.
