Rustoleum spray cans - absolute garbage

Perhaps it will work better than the idea of taking some 4" pvc pipe about 10" long ... put on a end cap with a 1/4 hole drilled through .... add a longer 1/4-20 bolt & nut and then spin with your paint can inside with a drill. I used mine once.

Do you ALWAYS use jack stands? Help settle the argument.

I have a half dozen jack stands but prefer to use stacks of 2x6x8 lumber when I'm under the vehicles.

need a siphon pump for gas

Another vote for the siphon tube. I now use them to fill my diesel tractors and they are the best solution for me.

    Type of lights for garage.

Look at the page you provided and note that they also have the 6500K available ( brighter light ) for less money. With the coupon they're under 8 dollars each. They may be an older style tube i.e. round instead of their new "D" design...

    Type of lights for garage.

I've bought 34 of Bbounder LEDs through Amazon when they are on sale ( then under 7 per light.) In a pole barn & two garages. No regrets. And the good news is they stand behind their product and have replaced two after several years. Be aware they have several styles on Amazon...

    Hose Bib/ Sillcock?

Duneslider .......... Seems the issue is with the hose The best I've even gotten is the "Flexilla Colors". The plastic ends are outstanding. Not cheap at about 50 dollars for 5/8 x 50' ..... but my current one has four years on it with no issues.
