The safety switch should interrupt both hots, be sized properly and be readily accessible. God forbid it sticks and you need to shut it off in a hurry. My double poll switch is mounted on the post along side of the controls just incase.

Samert111 yes it's ok to have an insulated neutral in a main panel but it isint required. The code requires you to run 4 wires to the sub panel. All four wire must be in the same conduit or raceway. I would see if you can disconnect the wire at both ends and give it a tug. If it will move it...
