Odd little tool picked up at a yard sale:

Appears to be for sharpening something, as there's a file clamped inside; was with some planes and other wood-working tools

Any ideas regarding this unusual saw? Teeth appear to be hand-cut. Possibly used for scoring blocks of ice for breaking into slabs or smaller pieces, or maybe starting grooves in boards, etc. prior to engaging with a larger saw?
